Strategic Programs Lead

Status: Full-Time, Contingent Upon Award 

Location: Herbert R. Temple Army National Guard Readiness Center, Arlington, VA (some work at the Pentagon) 

Security Clearance: Top Secret (TS) required; SCI eligible preferred 

Travel: Occasional CONUS travel required; approximately 2–3 trips per year for exercises or interagency engagements 

Background: Vectrona is seeking a Strategic Programs Lead to coordinate key internal and interagency governance forums, including the Joint Exercise Working Group (JEWG), Functional Advisory Council (FAC), and Continuity of Operations (COOP) planning within the NGB J5-J Division. This position requires strong knowledge of governance processes across the Department of Defense, Joint Staff, and National Guard Bureau, as well as the ability to collaborate effectively with diverse stakeholders to plan, facilitate, and track the outcomes of strategic-level engagements. 

Day-to-Day Responsibilities: 

  • Coordinate and facilitate governance meetings (e.g., JEWG, FAC, COOP Working Groups), including agenda development, attendee coordination, and pre-read distribution
  • Prepare executive summaries (EXSUMs), action item trackers, and after-action reports for governance meetings in accordance with NGB standards
  • Track working group activities, ensuring continuity and follow-through on decisions and tasks assigned
  • Support internal and interagency coordination across ARNG, ANG, Joint Staff, OSD, FEMA, DHS, and other stakeholders
  • Monitor governance calendars and ensure synchronization with J5-J leadership priorities
  • Prepare background briefs and talking points for senior leaders participating in governance activities
  • Serve as a point of continuity for governance-related processes, especially during government turnover or rotational shifts
  • Provide support for special events or ad hoc working groups as needed

Preferred Education/Degree:  

  • Bachelor’s degree in public policy, International Affairs, Government, or related field required
  • Master’s degree preferred (MPP, MPA, MA in Security Studies or Strategic Planning)

Preferred Knowledge, Skills and Qualifications: 

  • 8+ years of relevant experience in DoD governance processes, working group coordination, or joint planning environments
  • Demonstrated ability to facilitate cross-functional working groups and synthesize stakeholder input
  • Experience preparing senior leader briefs, meeting agendas, and actionable summaries
  • Strong knowledge of DoD governance forums such as JROC, OPSDEPs, Tank, and National Guard-focused advisory councils
  • Excellent communication, writing, and time management skills
  • Proficiency with Microsoft Office, Teams, and collaborative planning tools
  • Ability to operate in classified and unclassified environments and handle sensitive material
  • Strong interpersonal skills, with ability to work across diverse stakeholder groups and anticipate leadership needs

Instructional Systems Designer

Background: Vectrona is seeking a motivated Instructional Systems Designer (ISD) to support the design and development of immersive learning experiences using our ACE-XR platform. This role will focus on translating complex military procedures and technical training objectives into interactive XR content that is aligned to the cognitive, affective, and psychomotor domains of learning.

Day-to-Day Responsibilities:

  • Conduct task analysis and curriculum mapping based on government-provided training objectives.
  • Collaborate with developers to design AR/VR-based training experiences using storyboards and wireframes.
  • Apply PADDIE+M (SAT-based) methodology to develop training materials from planning through evaluation.
  • Align training experiences to NAVEDTRA standards, performance metrics, and learner data feedback.
  • Participate in pilot rollouts and iterative refinements based on instructor/student feedback.
  • Assist with integration of XR modules into LMSs and performance dashboards for tracking and remediation.

Preferred Education/Degree:

  • Bachelor’s degree in Instructional Design, Education Technology, Human Factors, or related field.

Preferred Knowledge, Skills and Qualifications:

  • 2–7 years of experience in instructional design, eLearning, or military curriculum development.
  • Familiarity with training development standards for Navy, Air Force, or Marine Corps.
  • Strong writing, communication, and stakeholder engagement skills.

XR Developer and Software Engineer

In this role, you’ll help design and develop AR/VR/MR experiences that replicate mission-critical environments, support procedural training, and integrate seamlessly with real-time performance monitoring systems. The ideal candidate is a skilled Unity developer who thrives in Agile workflows and can deliver hardware-agnostic solutions across platforms such as HoloLens, DigiLens ARGO, and various VR headsets.

Day-to-Day Responsibilities:

  • Design and develop 3D, real-time immersive training modules using Unity3D and C#
  • Integrate with external APIs and SDKs including VALE SDK, ThingWorx, or LMS platforms.
  • Build simulation logic for task completion, safety procedures, and system diagnostics.
  • Collaborate with instructional designers and SMEs to build content aligned to learning objectives.
  • Assist in performance optimization, UI/UX enhancements, and device compatibility across XR platforms.

Background: Vectrona is seeking a seasoned Program or Project Manager to oversee delivery of advanced AR/VR training systems and digital training environments under a Navy modernization effort. This leadership role includes oversight of cost, schedule, performance, and stakeholder coordination across a multidisciplinary team of developers, instructional designers, and technical engineers. The selected candidate will serve as the primary customer interface and be responsible for ensuring compliance with contract deliverables, security, and quality standards.

Day-to-Day Responsibilities:

  • Lead day-to-day execution of Tech Innovations II project tasks in accordance with NSWCDD objectives
  • Build, lead, and sustain a cross-functional team including software engineers, XR developers, and subject matter experts
  • Oversee Agile workflows, sprint planning, resource management, and integrated master schedules
  • Maintain communication with government customers and teaming partners; serve as main POC for tasking and reporting
  • Manage risk, cost control, and quality assurance across all deliverables
  • Ensure compliance with cybersecurity policies, NIST 800-171, FedRAMP readiness, and DCAA financial processes

Preferred Education/Degree:

  • Bachelor’s degree (master’s preferred) in Engineering, Computer Science, or related technical field.

Preferred Knowledge, Skills and Qualifications:

  • Minimum 10 years of program or project management experience with DoD or federal clients.
  • Demonstrated experience managing immersive training system development, digital twin programs, or AI/ML-enabled projects.
  • PMP certification or DAWIA Level II/III highly desirable.
  • Prior experience with Seaport-NxG or SBIR Phase III contracts a plus.
  • In-depth familiarity with AR/VR/MR systems, including development using Unity or Unreal Engine.

Senior Strategic Planner

Background:
Vectrona is seeking a highly skilled Senior Strategic Planner to support the National Guard Bureau J5-J Plans Division. This position involves the development of campaign plans, strategic assessments, contingency plans, and decision support tools that guide senior leader policy and planning activities.

This role requires a deep understanding of joint strategic planning, national security policy, and defense planning guidance, as well as the ability to lead high-level analysis in collaboration with senior stakeholders across DoD, CCMDs, and interagency organizations.

Day-to-Day Responsibilities:

  • Lead development of NGB planning inputs into the Joint Strategic Planning System (JSPS) and Chairman’s Risk Assessment
  • Support integration of National Guard equities into DoD campaign plans, functional plans, and strategic documents
  • Draft and coordinate CNGB planning guidance, strategic assessments, and policy position papers
  • Conduct research and provide strategic analysis on homeland defense, warfighting, and interagency coordination issues
  • Represent J5-J in working groups, planning conferences, and engagements with OSD, Joint Staff, CCMDs, and state entities
  • Develop MODA-based decision support tools and visualizations for leadership review
  • Mentor junior analysts and contribute to internal knowledge management

Preferred Education/Degree:

Required:

  • Bachelor’s degree in Strategic Studies, Political Science, International Relations, or related field
  • 8+ years of experience in joint planning, policy development, or strategic analysis in a DoD environment
  • Active U.S. Secret clearance (TS/SCI preferred)

Preferred:

  • JPME I or II, SAMS, or equivalent joint planning certification
  • Prior experience supporting the National Guard, Joint Staff, or CCMD planners

  • Expert knowledge of JSPS, JSCP, GEF, and NMS planning frameworks
  • Familiarity with NGB missions, structure, and intergovernmental coordination dynamics
