Joint Training Specialist

Status: Full-Time, Contingent Upon Award 

Location: Herbert R. Temple Army National Guard Readiness Center, Arlington, VA (some work at the Pentagon)

Travel: Required for training event support; approximately 4–6 CONUS trips per year 

Background: Vectrona is seeking a Joint Training Specialist to support NGB J5-J’s mission to deliver professional development and joint planning training to National Guard personnel nationwide. This role is responsible for planning, executing, and evaluating training events such as the J5 Day at the DOMOPS Conference and the Joint Planner Course. The specialist will collaborate with subject matter experts to develop training content, ensure alignment with current doctrine and operational requirements, and assess effectiveness through after-action reviews. 

Day-to-Day Responsibilities: 

  • Plan and deliver J5 content for the annual DOMOPS Conference and up to six Joint Planner Courses annually
  • Develop and update course materials, presentations, read-ahead packets, and supporting documentation
  • Coordinate event logistics, training schedules, and participation across the 54 states and territories
  • Provide instruction on strategic planning concepts, NGB policies, and joint operations procedures
  • Collect and analyze student feedback and course evaluations to identify areas for improvement
  • Prepare After-Action Reports (AARs) summarizing event activities, participant feedback, and improvement recommendations
  • Ensure training content remains aligned with Joint Publication 5.0 and current CNGB strategic guidance
  • Support the integration of lessons learned into ongoing planning and training doctrine updates

Preferred Education/Degree:  

  • Bachelor’s degree in Education, Instructional Design, Security Studies, or related field
  • Professional military education (PME), instructional certification, or training development credentials preferred

Preferred Knowledge, Skills and Qualifications: 

  • 5+ years of experience developing or delivering training in a military or government context
  • Familiarity with the National Guard’s strategic planning role and joint operations principles
  • Experience facilitating workshops, professional development sessions, or operational planning instruction
  • Strong instructional design skills and ability to adapt content for diverse audiences
  • Excellent verbal presentation, facilitation, and classroom management skills
  • Knowledge of Joint Planning Doctrine, especially JP 5.0 and CNGB planning guidance
  • Proficiency in Microsoft PowerPoint and online learning platforms (e.g., Microsoft Teams, ZoomGov)

Planning Integration Analyst

Position/Job Title: Planning Integration Analyst

Travel: Occasional CONUS travel required; coordination with State J-5s and support to regional campaign planning may involve site visits 

Background: Vectrona is seeking a Planning Integrations Analyst to support NGB J5-J efforts to align state-level National Guard planning with federal campaign plans, contingency operations, and homeland response missions. This role serves as the operational integrator between state planning documents and federal strategic guidance, ensuring that National Guard equities are accurately represented, standardized, and synchronized across the Joint Planning Enterprise. 

Day-to-Day Responsibilities: 

  • Review and assess state National Guard plans for alignment with federal campaign and contingency plans
  • Coordinate with State Adjutants General (TAGs), State J-5 planners, and NGB directorates to ensure plan standardization and synchronization
  • Evaluate and track Mission Ready Packages (MRPs), readiness assessments, and plan compliance with JP 5.0
  • Prepare In-Progress Review (IPR) briefings and provide updates to NGB leadership on planning status and gaps
  • Support the development and annual assessment of Campaign Support Plans, identifying National Guard equities and recommending updates
  • Advise state planners on how to meet CNGB strategic guidance and Joint Staff planning standards
  • Maintain an organized repository of quarterly plan submissions from all 54 states and territories
  • Monitor CCMD campaign planning efforts to identify opportunities for state-level integration

Preferred Education/Degree:  

  • Bachelor’s degree in National Security, Strategic Studies, or related field
  • JPME Phase I or equivalent joint professional education preferred

Preferred Knowledge, Skills and Qualifications: 

  • 5+ years of experience in joint planning, campaign plan development, or homeland defense integration
  • Deep understanding of JP 5.0, Joint Operational Planning Process (JOPP), and campaign plan structures
  • Experience interfacing with Combatant Commands, State J-5 planners, or other Joint Staff planning entities
  • Ability to review and interpret strategic guidance documents and operational plans
  • Familiarity with National Guard readiness and response mechanisms, including MRPs
  • Excellent communication skills and ability to brief senior leaders
  • Proficient in preparing IPRs, plan assessments, and plan development timelines
  • Strong organizational skills and ability to manage multiple state/federal planning inputs

Legislative Affairs Analyst

Background: Vectrona is seeking a Legislative Affairs Analyst to support the National Guard Bureau (NGB) J5-J in the areas of congressional reporting, stakeholder engagement, and strategic communications. This role ensures the timely and accurate production of public-facing and legislative materials aligned with CNGB priorities and statutory reporting requirements. The analyst will manage comment collection and adjudication processes, maintain communication tracking tools, and assist in developing polished deliverables for congressional and public affairs audiences.

Day-to-Day Responsibilities: 

  • Support development of CNGB strategic communications and legislative deliverables, including responses to congressional taskings
  • Coordinate with NGB divisions and external stakeholders to gather required data and comments
  • Manage a Comment Resolution Matrix (CRM) to adjudicate input and track revisions across stakeholders
  • Draft and edit information papers, reports, and communication products for congressional and public audiences
  • Assist in the design and implementation of surveys or reporting tools to collect stakeholder input
  • Provide final formatting, version control, and submission of approved deliverables in compliance with NGB protocols
  • Maintain awareness of ongoing congressional engagements, hearings, or inquiries affecting the National Guard
  • Ensure messaging aligns with CNGB guidance and NGB Joint Staff priorities

Preferred Education/Degree:  

  • Bachelor’s degree in Communications, Political Science, Public Affairs, or a related field
  • Master’s degree or experience in federal legislative affairs preferred

Preferred Knowledge, Skills and Qualifications: 

  • 5+ years of experience in strategic communications, congressional liaison, or public affairs within a federal agency or defense organization
  • Demonstrated ability to manage high-visibility stakeholder deliverables under tight deadlines
  • Experience using comment resolution tools, tracking matrices, or collaborative editing platforms
  • Excellent writing and editing skills, including the ability to translate technical content into plain language for public consumption
  • Strong understanding of federal legislative processes and congressional reporting requirements
  • Proficiency in Microsoft Office Suite and familiarity with document control best practices
  • High attention to detail and strong sense of message discipline in sensitive political environments

Staff Operations Analyst

Background: The Task Management Analyst supports the NGB J5-J in ensuring timely, compliant, and coordinated execution of all taskers within the Enterprise Task Management Software Solution (ETMS2). This position is critical for maintaining operational responsiveness by managing internal routing, coordinating with stakeholders across NGB staff, and preparing high-quality submissions for suspense-driven deliverables. The analyst ensures that all task actions comply with format and timeline standards and that leadership maintains visibility into status and bottlenecks. 

Day-to-Day Responsibilities: 

  • Serve as a subject matter expert in ETMS2 operations, including task initiation, routing, document uploads, and suspense tracking
  • Draft, edit, and format task-related materials such as electronic Staff Summary Sheets (eSSS), instructions, memos, and coordination packages
  • Coordinate with NGB directorates and external stakeholders to gather required inputs and consolidate task responses
  • Monitor task suspenses, flag overdue or at-risk items, and escalate as needed to maintain 100% compliance
  • Create new ETMS2 tasks as directed and ensure accurate metadata and routing assignments
  • Support ad hoc tracking of priority tasks for J5-J leadership and ensure visibility into outstanding items
  • Ensure document formatting and submission procedures comply with NGB standards
  • Provide surge support during peak tasking cycles or classified planning events

Preferred Education/Degree:  

  • Bachelor’s degree in Business Administration, Public Policy, Government, or related field
  • Professional experience in lieu of a degree may be considered for highly qualified candidates

Preferred Knowledge, Skills and Qualifications: 

  • 3–5+ years of experience in task management, workflow coordination, or administrative execution in a federal or military setting
  • Proficiency in ETMS2, TMT, or similar government task management platforms
  • Strong organizational skills and acute attention to detail
  • Demonstrated ability to manage multiple concurrent tasks under tight deadlines
  • Familiarity with eSSS format and government coordination processes
  • Excellent written and verbal communication skills
  • Proven ability to work independently while supporting a team-oriented mission
  • Knowledge of NGB or DoD staff processes is preferred

Joint Planning Analyst

Salary Estimate: $100,000 to $125,000/year (midpoint ~$112,500) 

Travel: Occasional CONUS travel required; estimated 3–4 trips per year in support of FEMA, DHS, or NGO engagements 

Background: Vectrona is seeking a Join Planning Analyst to support the NGB J5-J’s mission of synchronizing National Guard equities across federal, state, and non-governmental stakeholders. In this role, the analyst will facilitate outreach to FEMA, DHS, and state entities, as well as engage with non-governmental organizations and Volunteer Organizations Active in Disasters (VOADs). The position also includes maintaining and updating interagency continuity documentation and supporting coordination with external partners during real-world events and exercises. 

Day-to-Day Responsibilities: 

  • Coordinate NGB J5-J engagements with interagency partners including FEMA, DHS, OSD, State leadership, and NGOs
  • Attend interagency meetings and provide executive summaries, tracking National Guard equities and follow-up actions
  • Maintain and regularly update interagency coordination continuity book and relationship documentation
  • Research, identify, and map potential external partners (governmental and non-governmental) for enhanced collaboration
  • Develop and maintain lists of NGOs/VOAD contacts and provide weekly reports to J5-J leadership
  • Document NGO involvement in real-world events and ensure timely reporting on National Guard collaboration
  • Attend exercises or crisis coordination events and contribute input to after-action reporting and analysis
  • Ensure all communications clearly identify contractor status and avoid providing policy direction to external partners

Preferred Education/Degree:  

  • Bachelor’s degree in International Relations, Homeland Security, Public Administration, or related field
  • Master’s degree preferred but not required

Preferred Knowledge, Skills and Qualifications: 

  • 5+ years of experience in interagency coordination, civil-military operations, or homeland defense planning
  • Familiarity with National Response Framework, VOADs, and the roles of FEMA, DHS, and State emergency management entities
  • Strong interpersonal skills and ability to build rapport with external stakeholders
  • Skilled in preparing summaries, reports, and partner engagement documentation
  • Experience with continuity of operations planning and maintaining interagency tracking documentation
  • Excellent writing, coordination, and follow-through skills
  • Working knowledge of DoD/NGB organizational structure and mission space
  • Ability to operate across classified/unclassified environments and follow communication security protocols
