Position/Job Title: Mid-Level Instructional Systems Designer (ISD)
Status: Full-Time, Contingent Upon Award
Location: CENSECFOR Headquarters, Virginia Beach, VA / Remote as authorized.

Security Clearance: Must possess, or be able to obtain, a security clearance up to the Secret level.
Travel: Limited travel may be required to support CENSECFOR domain training sites.
Background: Vectrona is seeking Mid-Level Instructional Systems Designers (ISDs) to support CENSECFOR’s Training Directorate (N7) in the development, modernization, governance support, and sustainment of Navy curriculum and instructional products across multiple training portfolios. Mid-Level ISDs serve as experienced curriculum developers capable of independently executing instructional systems development tasks while coordinating directly with Learning Standards Officers (LSOs), Course Curriculum Model Managers (CCMMs), Curriculum Control Authorities (CCAs), Subject Matter Experts (SMEs), and Government stakeholders.
This position supports the development and revision of standards-compliant, audit-ready training products aligned with NAVEDTRA, NETC, and Ready Relevant Learning (RRL) requirements. Mid-Level ISDs help translate operational and technical requirements into effective instructional products while supporting curriculum governance, document consistency, production workflows, and quality assurance activities across concurrent development efforts.
Mid-Level ISDs also support AI-enabled curriculum production workflows and collaborative digital development environments designed to improve consistency, throughput, document control, and responsiveness while maintaining full human review and Government oversight.
Day-to-Day Responsibilities:
- Independently develop, revise, and maintain Navy curriculum documentation and instructional materials supporting new course development, revisions, modernization initiatives, and sustainment efforts
- Develop and maintain Training Project Plans (TPPs), Course Training Task Lists (CTTLs), Training Course Control Documents (TCCDs), lesson plans, instructional media, testing materials, assessments, and student guides
- Support curriculum analysis and development activities including Job Duty Task Analysis (JDTA), Front-End Analysis (FEA), Business Case Analysis (BCA), and Training Requirements Review support
- Develop measurable terminal and enabling learning objectives aligned with performance conditions, standards, assessment criteria, and operational requirements
- Develop and maintain curriculum traceability documentation linking JDTA outputs to learning objectives, assessments, instructional content, and training outcomes
- Coordinate directly with CCMMs, LSOs, SMEs, and instructional staff to support curriculum planning, workflow management, schedule alignment, and development priorities
- Review curriculum products for standards compliance, formatting consistency, instructional integrity, traceability, and review readiness prior to senior review and Government submission
- Support management of SharePoint collaboration environments, document repositories, workflow tracking, version control, and configuration management activities
- Use Microsoft Teams, SharePoint, Word, Excel, PowerPoint, Outlook, and collaborative digital tools to support curriculum production and coordination across distributed teams
- Use AI-assisted tools to support instructional design, curriculum analysis, content drafting, data synthesis, assessment development, quality review, and document consistency under human-in-the-loop review processes
- Assist with mentoring junior ISDs and supporting production workflows across assigned training portfolios
- Participate in pilot course support, curriculum working groups, training reviews, and curriculum governance activities
Preferred Education/Degree:
- Bachelor’s degree in Instructional Design, Curriculum and Instruction, Educational Technology, Education, Training Development, Human Performance, or related field preferred
- Associate’s degree acceptable with significant relevant instructional systems design, curriculum development, military training, or education experience
- Master’s degree in Instructional Design, Education, Educational Technology, Organizational Learning, or related field preferred but not required
Preferred Knowledge, Skills and Qualifications:
- Strong working knowledge of NAVEDTRA instructional systems development processes and Navy curriculum development standards preferred
- Experience developing and maintaining curriculum lifecycle documentation including TPPs, TCCDs, CTTLs, lesson plans, instructional media, assessments, and student guides
- Experience supporting Ready Relevant Learning (RRL), blended learning initiatives, curriculum modernization, and digital learning transformation efforts preferred
- Familiarity with curriculum governance processes, curriculum review boards, Learning Standards Officer functions, and standards compliance activities
- Working knowledge of instructional systems design principles, adult learning methodologies, and performance-based learning development
- Experience supporting JDTA, FEA, BCA, training requirements analysis, and curriculum traceability activities
- Ability to independently organize, prioritize, and execute multiple curriculum development efforts within dynamic Government production environments
- Strong writing, editing, document formatting, and technical communication skills with high attention to detail and audit readiness
- Experience using Microsoft Office 365 applications including Teams, SharePoint, Word, Excel, Outlook, and PowerPoint in collaborative development environments
- Familiarity with SharePoint workflow management, document repositories, configuration control, version management, and collaborative review processes
- Experience using AIM II, CPM, LMS platforms, or other Navy instructional development systems preferred
- Familiarity with instructional media development, multimedia integration, distance learning products, or digital content development preferred
- Familiarity with AI-assisted productivity and instructional development tools supporting curriculum drafting, document review, workflow acceleration, and quality assurance under human oversight preferred
- Ability to coordinate effectively with Government stakeholders, LSOs, CCMMs, SMEs, instructors, and distributed curriculum development teams
- Prior Navy, NETC, CENSECFOR, or DoD instructional systems design experience preferred
- Prior military service, instructor experience, curriculum management experience, or operational training environment experience preferred
