Location: Maritime Expeditionary Security Group TWO (MESG-2), Training Evaluation Unit (TEU), Joint Expeditionary Base Little Creek–Fort Story, Virginia Beach, VA
Security Clearance: Secret (must possess and maintain throughout performance)
Travel: Required. Periodic CONUS travel in support of Mobile Training Team (MTT) events to observe instructor performance, conduct spot-check certifications, and evaluate training delivery at remote sites (estimated 1–2 weeks per quarter depending on training tempo).
Background: Vectrona is seeking a Learning Standards Officer (LSO) to serve as the primary advisor on training delivery administration and instructional quality for MESG-2 Training Evaluation Unit (TEU). The LSO is responsible for ensuring instructional standardization, curriculum compliance, instructor certification integrity, and alignment with NETC End-to-End (E2E) processes and NAVEDTRA guidance.
This position directly supports high-risk maritime and ground training programs by ensuring governance, documentation, and certification processes remain audit-ready and aligned with Navy and NECC directives. The LSO operates in close coordination with TEU leadership and contracted instructors to sustain training quality, minimize certification risk, and reduce administrative burden on Government personnel.
Day-to-Day Responsibilities:
- Serve as the primary policy advisor on training delivery administration and instructional governance
- Oversee quality of instruction and instructional materials for all MESG-2 TEU courses
- Manage and monitor NETC End-to-End (E2E) training processes
- Evaluate curricula, lesson plans, instructional methods, and testing procedures
- Develop and implement instructor certification, evaluation, and sustainment criteria
- Conduct and evaluate Academic Review Boards (ARBs)
- Monitor Instructor Certification and Qualification Program (ICQP) compliance
- Ensure instructors complete required PQS, qualification timelines, and sustainment requirements
- Review and validate instructor training binders and personalized instructional materials
- Analyze trainee feedback and recommend curriculum or instructional improvements
- Develop reports, lesson topic guides, safety brief formats, and documentation required by command
- Participate in curriculum development and training working groups
- Conduct instructor observations (semiannual evaluations and annual MTS evaluations)
- Ensure training documentation remains compliant, current, and audit-ready
- Submit required meeting minutes, trip reports, and governance documentation
Preferred Education/Degree:
- Bachelor’s degree required(Education, Instructional Systems Design, Military Studies, Training Management, or related field)
- Navy Master Training Specialist (MTS) or civilian industry equivalent required
- Graduate of Navy Instructor Training Course or equivalent preferred
- Advanced degree (Master’s in Education, Instructional Design, or related field) preferred
Preferred Knowledge, Skills and Qualifications:
- 5+years of instructional experience (as evidenced by DD-214, course certificates, or equivalent documentation)
- Complete understanding of NETC End-to-End (E2E) training processes
- Extensive familiarity with NAVEDTRA 130, 131, 132, 134, 135, 136, and 140 series guidance
- Experience managing Instructor Certification and Qualification Programs (ICQP)
- Demonstrated experience conducting Academic Review Boards (ARBs)
- Strong curriculum evaluation and instructional systems design capability
- Experience maintaining audit-ready training documentation
- Ability to operate independently with minimal oversight
- Strong written and verbal communication skills for formal reporting and governance documentation
- Proficiency in Microsoft Office (Word, Excel, PowerPoint)
- Ability to work in high-risk operational training environments while maintaining administrative rigor
- Physically capable of observing field and live-fire training evolutions as required
