Position/Job Title: Senior Instructional Systems Designer (ISD) / Site Lead
Status: Full-Time, Contingent Upon Award
Location: CENSECFOR Headquarters, Virginia Beach, VA / Remote as authorized. Personnel must be available to report to CENSECFOR HQ when directed and may support CENSECFOR domain training sites as required.
Start date: 30 September 2026
Security Clearance: Must possess, or be able to obtain, a security clearance up to the Secret level.
Travel: Limited travel may be required to support CENSECFOR domain training sites.
Background: Vectrona is seeking a Senior Instructional Systems Designer (ISD) / Site Lead to support CENSECFOR’s Training Directorate (N7) in the management, coordination, execution, and quality oversight of instructional systems design and curriculum modernization activities across multiple training portfolios. The Senior ISD serves as the primary contractor lead for day-to-day curriculum execution and acts as the principal interface between the Vectrona instructional systems design team, Learning Standards Officers (LSOs), Course Curriculum Model Managers (CCMMs), Curriculum Control Authorities (CCAs), Government stakeholders, and curriculum development personnel.
This position provides senior-level instructional systems design expertise supporting standards-compliant curriculum development, governance support, modernization initiatives, audit readiness, and workforce coordination aligned with NAVEDTRA, NETC, and Ready Relevant Learning (RRL) requirements. The Senior ISD leads high-complexity curriculum analysis and development efforts while ensuring consistent execution across concurrent curriculum production activities.
The Senior ISD also supports implementation of AI-enabled curriculum production workflows, digital collaboration environments, and structured quality control processes designed to improve throughput, responsiveness, consistency, and production efficiency while maintaining full human oversight, instructional integrity, and Government review authority.
Day-to-Day Responsibilities:
- Serve as the primary contractor lead for daily instructional systems development execution supporting CENSECFOR training portfolios and curriculum modernization efforts
- Lead and coordinate instructional systems design activities across multiple concurrent curriculum development and sustainment efforts
- Independently lead and support high-complexity curriculum analysis activities including Job Duty Task Analysis (JDTA), Front-End Analysis (FEA), Business Case Analysis (BCA), Training Requirements Reviews, and curriculum modernization initiatives
- Lead development, review, revision, and sustainment of Training Project Plans (TPPs), Course Training Task Lists (CTTLs), Training Course Control Documents (TCCDs), lesson plans, instructional media, assessments, and related curriculum lifecycle documentation
- Ensure curriculum products maintain alignment with NAVEDTRA, NETC, Ready Relevant Learning (RRL), and CENSECFOR instructional standards and governance requirements
- Provide senior-level review and quality assurance oversight for curriculum products, assessments, learning objectives, instructional media, traceability matrices, and supporting documentation prior to Government submission
- Coordinate directly with LSOs, CCMMs, CCAs, SMEs, instructors, and Government leadership to align curriculum priorities, schedules, production requirements, and review activities
- Manage workload distribution, staffing coordination, production schedules, and development priorities across assigned instructional systems design personnel
- Support development and maintenance of curriculum traceability processes linking JDTA outputs to learning objectives, assessments, instructional content, and training outcomes
- Lead document management, configuration control, workflow tracking, SharePoint collaboration, and review management activities supporting distributed curriculum development efforts
- Oversee use of AI-assisted tools supporting curriculum analysis, drafting, quality review, workflow acceleration, document consistency, and production efficiency while enforcing human-in-the-loop quality control processes
- Support mentoring, coaching, and technical oversight of junior and mid-level ISDs across assigned portfolios
- Participate in curriculum governance boards, pilot course reviews, training assessments, instructional reviews, and customer coordination meetings
- Maintain professional appearance, communication, responsiveness, and conduct consistent with CENSECFOR’s operational training environment and leadership expectations
Preferred Education/Degree:
- Bachelor’s degree in Instructional Design, Curriculum and Instruction, Educational Technology, Education, Organizational Learning, Human Performance, or related field preferred
- Master’s degree in Instructional Design, Education, Educational Technology, Organizational Development, or related field preferred but not required
- Significant equivalent military instructional systems development, curriculum management, or operational training experience may be considered in lieu of formal education requirements
Preferred Knowledge, Skills and Qualifications:
- Advanced knowledge of NAVEDTRA instructional systems development processes, NETC curriculum governance, and Navy training standards preferred
- Extensive experience developing and managing curriculum lifecycle documentation including TPPs, TCCDs, CTTLs, lesson plans, instructional media, assessments, student guides, and supporting curriculum products
- Demonstrated experience leading JDTA, FEA, BCA, training requirements analysis, curriculum modernization, and instructional systems design initiatives
- Experience supporting Ready Relevant Learning (RRL), blended learning initiatives, distance learning modernization, and digital learning transformation efforts preferred
- Strong understanding of curriculum governance processes, Learning Standards Officer functions, Curriculum Control Authority responsibilities, and standards compliance requirements
- Demonstratedability to independently manage concurrent instructional systems development efforts within high-tempo Government training environments
- Experience supervising, mentoring, coordinating, or leading instructional systems design personnel and distributed curriculum development teams
- Strong quality assurance, technical editing, curriculum review, and audit-readiness management skills
- Strong written and verbal communication skills with ability to coordinate directly with senior Government stakeholders, SMEs, instructors, and curriculum management personnel
- Experience using Microsoft Office 365 applications including Teams, SharePoint, Word, Excel, Outlook, and PowerPoint within collaborative development environments
- Experience managing SharePoint collaboration environments, workflow tracking systems, document repositories, configuration management, and review coordination processes
- Experience using AIM II, CPM, LMS platforms, or other Navy curriculum development systems preferred
- Familiarity with instructional media integration, multimedia-enabled learning products, distance learning development, and collaborative digital production workflows preferred
- Familiarity with AI-assisted instructional development and productivity tools supporting curriculum drafting, analysis, workflow acceleration, standards alignment, and quality review under structured human oversight preferred
- Prior Navy, NETC, CENSECFOR, or DoD instructional systems design leadership experience preferred
- Prior military service, operational training leadership experience, curriculum management experience, or Learning Standards Officer support experience preferred
