Strategic and Operational Installation Planner  


Security Clearance: Secret   

Location: Pentagon and Contractor Site   

Travel: CONUS/OCONUS travel as required   

Position Summary: The Strategic and Operational Installation Planner provides direct support to MCICOM G-5, integrating deliberate planning, basing strategy, and exercise participation into cohesive and actionable guidance. This role ensures the translation of Force Design and readiness priorities into installation-level operational directives and strategic planning frameworks. 

 Key Responsibilities 

  • Develop, coordinate, and maintain Planning Orders (PLANORDs), Operations Orders (OPORDs), Letters of Instruction (LOIs), and Concept Briefs to support MCICOM-led planning initiatives.
  • Conduct force deployment and contingency planning for National Special Security Events (NSSEs), State Funerals, and emergent operational support efforts.
  • Lead coordination and capture of MCICOM equities during MARFORCOM’s quarterly Force Sync Conferences, including sourcing solutions and operational requirement validation.
  • Support the development and refinement of Installation Planning Concepts (IPCs), aligning basing and infrastructure priorities with Force Design.
  • Contribute to Capabilities-Based Assessments (CBAs), Business Case Analyses (BCAs), and Installation Next initiatives to modernize Marine Corps installation capabilities.
  • Collaborate with the Strategy Development (SD) team to shape long-range visioning products and strategic narratives, such as the “Installations of the Future” white paper and Strategic Capability Assessment (SCA).
  • Draft responses to Congressional and FOIA inquiries, prepare background materials for General Officers and SES engagements, and maintain weekly G-5 meeting records.
  • Support Marine Corps conference planning, including event approval packages, logistics coordination, and After Action Reports (AARs). 

 Qualifications 

  • Required: Bachelor’s degree; 10+ years in operational/strategic planning   
  • Preferred: PMP certification; prior service at HQMC, Service Component HQ, or Combatant Command level; engineering, planning, or facilities background; military experience
