MESF Learning Standards Support Subject Matter Expert

Status: Full-Time, Contingent Upon Award 

Location: Maritime Expeditionary Security Group ONE (MESG-1), Naval Outlying Field (NOLF) Imperial Beach, Imperial Beach, California 

Start date: 1 September 2026 

Security Clearance: Secret 

Salary Range: $105,000 to $110,000

Travel: Periodic CONUS and OCONUS travel is required to support curriculum validation, instructor engagement, course assessments, and fleet training activities. Travel may include Navy expeditionary units located in California, Washington, Guam, Virginia, Hawaii, Spain, Djibouti, and the UAE, 

Background: Vectrona is seeking an experienced instructional systems design professional with extensive Navy training and curriculum development experience to support MESG-1’s Learning Standards Program. This individual will serve as the principal advisor for ensuring MESF curriculum complies with NETC instructional development standards while supporting the modernization of expeditionary training programs. 

The successful candidate will work directly with the Course Curriculum Model Manager (CCMM), instructors, curriculum developers, and operational subject matter experts to assess existing training, identify improvement opportunities, develop compliant instructional products, and strengthen learning outcomes across the Force Generation enterprise. 

This position is ideal for a Master Training Specialist or senior curriculum developer with recent Maritime Expeditionary Security Force experience and a passion for improving warfighter readiness through high-quality instructional design. 

Day-to-Day Responsibilities: 

• Support the Course Curriculum Model Manager (CCMM) in managing MESF learning standards and curriculum governance.  

• Evaluate Courses of Instruction (COIs) for compliance with:  

• NAVEDTRA M-142  

• OPNAVINST 1500.75  

• NECC training guidance  

• Other applicable Navy training directives.  

• Conduct instructional systems design analyses and recommend curriculum improvements.  

• Develop, revise, and maintain lesson plans, instructor guides, student materials, practical exercises, and evaluation tools.  

• Assess curriculum effectiveness and recommend improvements to training assessments, qualification standards, and certification processes.  

• Coordinate curriculum reviews with operational subject matter experts, instructors, and Government stakeholders.  

• Support curriculum modernization initiatives incorporating evolving doctrine, tactics, and operational lessons learned.  

• Prepare written reports, curriculum compliance assessments, and executive briefings.  

• Participate in curriculum working groups, quality assurance reviews, and instructional evaluations.  

• Support continuous process improvement initiatives that enhance training effectiveness and learning outcomes. 

Preferred Education/Degree:  

Bachelor’s degree in English, Communications, Journalism, Public Affairs, Technical Writing, Government, Business Administration, or related field. 

Preferred master’s degree in: Instructional Systems Design, Education, Curriculum & Instruction, Adult Learning, Organizational Development, Educational Technology or Related discipline 

Preferred Knowledge, Skills and Qualifications: 

Required 

• Active DoD Secret Security Clearance.  

• Minimum eight (8) years of Instructional Systems Design (ISD) experience.  

• Minimum eight (8) years developing NETC-compliant Navy curriculum.  

• Current or previous designation as a Master Training Specialist (MTS).  

• Minimum three (3) years of recent Maritime Expeditionary Security Force curriculum development experience within the last five years.  

• Strong knowledge of:  

• NAVEDTRA M-142  

• Navy instructional development processes  

• Learning standards management  

• Curriculum lifecycle management  

• Training assessment methodologies.  

• Excellent technical writing, editing, and curriculum development skills.  

• Strong communication and collaboration skills with instructors, operational SMEs, and senior Government personnel.  

Highly Desired 

• Experience serving as a Course Curriculum Model Manager (CCMM) or supporting a CCMM program.  

• Experience supporting Navy Expeditionary Combat Command (NECC) or Maritime Expeditionary Security Force training organizations.  

• Familiarity with expeditionary warfare doctrine, patrol boat operations, expeditionary security, close-quarters tactics, tactical operations centers, and related MESF mission areas.  

• Experience applying modern instructional technologies, digital learning environments, and multimedia learning solutions.  

• Experience leveraging commercial or Government-approved Artificial Intelligence tools to improve curriculum development, instructional design, and learning analytics.  

• Demonstrated ability to manage multiple curriculum development efforts simultaneously while maintaining compliance with Navy learning standards.
