Salary Range: $105,000 – $135,000
Position Summary: Vectrona is seeking a Doctrine and Policy Analyst to support NAVIFOR’s enterprise-wide Information Warfare (IW) policy development mission. This role leads the coordination and maintenance of CI/HUMINT policy, guidance, and doctrine—while integrating these efforts across Navy and Joint stakeholders involved in broader IW operations including SIGINT, Cyber, and Electronic Warfare.
Key Responsibilities:
- Draft and update CI/HUMINT doctrine, policy memos, SOPs, EXORDS, and CONOPS
- Serve as the NAVIFOR SME and POC for all matters related to CI/HUMINT policy development
- Maintain authoritative policy and doctrine libraries on NIPR, SIPR, and JWICS via Intellipedia and other classified repositories
- Coordinate policy integration efforts with OPNAV N2N6, NCIS, PACFLT, USFF, and interagency partners
- Ensure alignment with evolving DoD, Navy, and Intelligence Community directives
- Support readiness reporting, force development planning, and implementation of enterprise IW guidance
- Participate in IW working groups and brief senior leadership on emerging doctrine
Required Qualifications:
- Graduate of an advanced CI/HUMINT course (e.g., DATC, ASOC, AMSOC, AFCITC, or AFCIO)
- Minimum of 5 years’ experience in intelligence roles, with demonstrated policy writing and coordination experience
- Experience developing or staffing CI/HUMINT doctrine and policy at the Service or Joint level
- Strong understanding of the Navy IW enterprise and reporting structures (including CHROME)
- Experience briefing and advising senior leaders and supporting interagency initiatives
Education: Bachelor’s degree in Intelligence, National Security, or related field preferred
